Purpose of Classification:
Manages and coordinates all efforts required to assure compliance with building codes and contracts in the construction or modification of existing or new facilities.

Distinguishing Characteristics:
This is a specialized classification and not part of a series.

Example of Duties:
  • Manages construction progress which may include ensuring procedures and materials comply with specifications; observes work in progress to assure timeliness, conformance with requirements and acceptable workmanship.
  • Provides cost estimates for manpower, materials and equipment.
  • Establishes and ensures adherence to job schedules and priorities.
  • Conducts pre-construction conference and reviews contract bidding documents.
  • Reviews contract plans and specifications for compliance with appropriate building codes and project requirements.
  • Manages assigned construction projects, coordinates with appropriate building codes and project requirements.
  • Receives pay requests from contractors and approves for payment.
  • Prepares contract change orders.

Knowledge, Skills, and Abilities:
  • Knowledge of inspecting building construction, materials and methods.
  • Knowledge of building codes and of electrical, plumbing, mechanical and related codes.
  • Knowledge of the laws and ordinances regulating building construction.
  • Knowledge of current status of costs of new construction, escalation factors and market trends.
  • Skill in reading and interpreting plans and specifications and comparing them with construction in progress.
  • Skill in construction inspection.
  • Skill in supervisory practices.
  • Ability to effectively communicate.

    Minimum Qualifications:
    • Bachelor's degree in Architecture, Civil, Electrical, Mechanical or Structural Engineering or related field AND five years of construction experience which included one year of construction supervisory experience; OR,
    • Nine years of progressively responsible construction experience which included one year of construction supervisory experience; OR,
    • Any equivalent combination of experience, training and/or education approved by Human Resources.
