Competitive Recruitment Requirement for Promotions

Generally, a promotion is considered an employment action that results in movement to a position requiring greater skill and responsibility, that affords the opportunity for upward mobility, and that may include an increase in pay. The following actions would typically not be considered promotions:

  • Transfers
  • Standard or performance-related pay increases, and
  • Job title changes (without an increase in pay or responsibility).  

All promotions must be competitively recruited, unless they fall within the auspices of the Noncompetitive Selection policy.  Noncompetitive promotions must be documented in UAccess with an MSS transaction but do not require a posting. The transaction should include a hiring justification, résumé, job description, and offer letter.
