Annual Discretionary Increase Moratorium

With the annual moratorium* on discretionary pay increases for all employee types, including student workers, fast approaching, here are a few important things to remember:

  • May 8, 2017 is the last effective date for fiscal year 2016-2017 increases. If you have employees slated to receive increases effective May 8, 2017, submit your Manager Self Service (MSS) Job Change requests to Workforce Systems by May 10, 2017
     
  • Discretionary pay increases may not be submitted with an effective date of May 22, 2017 through the end of the fiscal year – even if submitted now.
     
  • Discretionary increases submitted after May 10, 2017 will be effective July 1, 2017 or after.

*The moratorium includes ALL pay change reasons with the exception of promotions or transfers for positions that have undergone competitive recruitment.

Flexible Year Program Re-Enrollment Update for FY 2017-2018

The Flexible Year (Flex 1-6) Program will continue for one final year, though the program will not be offered for new enrollees. Employees currently enrolled in the program may continue participation through the end of Fiscal Year 2017-2018 (June 30, 2018) by re-enrolling one final time.  MSS Job Data Changes are due to HR Workforce Systems by May 15, 2017.  More information is available here.

Changes to FLSA Implementation Due to Recent Nationwide Injunction

Last week, we communicated news that on Tuesday, November 22, 2016, a U.S. District Court judge issued a preliminary, nation-wide injunction halting implementation of the U.S. Department of Labor (DOL)’s new overtime rule. While that injunction is considered preliminary, it is indefinite in duration.  As a result, the University of Arizona (UA) is adjusting its scheduled implementation of FLSA regulation changes.
