FY 2024 Calendars and Annual Discretionary Pay Change Moratorium

FY 2023 annual moratorium dates and deadlines

Begin preparing now for the annual moratorium (May 15-June 30) on discretionary pay increases for all employee types, including student workers.

The moratorium covers all pay change reasons except promotions or transfers that have undergone competitive recruitment.

April 3

FY 2023 MSS Exception Requests for Incumbent Reviews (administrators, University Staff and Classified Staff) must be approved by all necessary department and college/division stakeholders and elevated to the HR Compensation team.

Effective date must be prior to May 15. Requests received after April 3 will be effective July 10 or later.

April 26

FY 2023 MSS Job Change and PCN changes (administrators, University Staff and Classified Staff) must be approved by all necessary department and college/division stakeholders and elevated to the HR Compensation team.

Effective date must be prior to May 15. Requests received after April 26 must be effective July 1 or later.

May 3

All remaining FY 2023 discretionary pay changes for faculty, student workers, graduate assistants/associates, postdoctoral scholars, service professionals and academic professionals must be approved by all necessary department and college/division stakeholders and elevated to HR Workforce Systems.

Effective date must be prior to May 15. Requests received after May 3 must be effective July 1 or later.
